Plunder and malversation complaints have been filed against Executive Secretary Ralph Recto and former PhilHealth president and CEO Emmanuel Ledesma Jr., in connection with the transfer of ₱60 billion in excess PhilHealth funds to the National Treasury.

The complaints were lodged before the Office of the Ombudsman, alleging that the fund movement violated laws governing the use and disposition of PhilHealth resources. The filing initiates a preliminary review, where prosecutors will assess whether the allegations merit further investigation.

Malacañang has previously maintained that the transfer was undertaken in good faith and pursuant to a law presumed valid and constitutional at the time, emphasizing that the act of filing a complaint is not a finding of guilt.
