Russell Woods / Nardin Park Development – 4094 Duane Street RFQ
Mixed-Housing, Community-Centered Redevelopment Opportunity at the Former Alice Birney Elementary School Site
Short Description
The City of Detroit’s Housing and Revitalization Department (HRD) is seeking qualified development teams to redevelop approximately 5.47 acres of vacant land at 4094 Duane Street, the former site of Alice Birney Elementary School in the Russell Woods/Nardin Park neighborhood. The City envisions a new-construction, mixed-housing typology development that adds density, supports intergenerational living, and reflects the historic scale and character of the surrounding community. Proposals should incorporate multiple residential building types, meaningful green space, and a non-motorized pathway that connects residents to the Dexter Commercial Corridor and broader city investments, including the Joe Louis Greenway. The project is intended to serve as a neighborhood anchor, advancing equitable development, local participation, and long-term community revitalization
