Re-envisioning a Health, Housing, and Correction Continuum

A Regional Reentry & Public Health Systems Initiative

Developed through the Los Angeles Regional Reentry Partnership (LARRP), Breaking Cycles Symposium presents a systems-level framework for transforming community reintegration through coordinated public health, housing, employment, behavioral health, and criminal justice collaboration.

The presentation examines the evolution of LARRP as a countywide reentry network bringing together nonprofit organizations, public agencies, advocates, healthcare systems, academics, and community stakeholders to redesign pathways from incarceration to sustainable community reintegration.

Grounded in lived experience, systems strategy, and collaborative infrastructure development, the symposium explores how regional partnerships can reduce recidivism, strengthen public safety outcomes, expand access to housing and healthcare, and improve long-term reintegration success through evidence-based and community-centered approaches.

The work integrates:

  • public health frameworks,

  • alternatives to incarceration,

  • reentry ecosystem design,

  • legislative strategy,

  • workforce development,

  • behavioral health coordination,

  • and multi-sector systems alignment across Los Angeles County.
