
Constitutional Expert: Marcos Drug Claims Not Grounds for Impeachment
A constitutional law expert has clarified that the drug-related allegations raised by Senator Imee Marcos against President Bongbong Marcos do not qualify as grounds for impeachment under the 1987 Constitution.

Former IBP president Domingo Cayosa explained that impeachment is strictly limited to official misconduct, not personal claims or unverified stories circulating in political circles.
He emphasized that without documents, medical findings, sworn statements, or verifiable proof, the accusations have “no probative value” and cannot trigger an impeachment process.
Cayosa also warned the public and media against political noise, saying that unverified allegations—especially within the same family—create distraction, destabilization, and emotional politics instead of sound governance.
Civic leader José Antonio Goitia echoed this view, calling the claims “reckless, destabilizing, and without evidence.” He argued that national attention should remain on real governance issues such as economic recovery, security, and corruption—not rumors or family disputes.
