Designing Integrated Community-Based Reentry Infrastructure

Developed in collaboration with Los Angeles County partners, the Community Reentry Center (CRC) presentation outlines a comprehensive community-based reentry infrastructure model designed to support justice-involved individuals through coordinated health, behavioral health, housing, employment, legal, educational, and family stabilization services.

Grounded in survey data, stakeholder engagement, and cross-sector collaboration, the framework examines how integrated community hubs can reduce recidivism, improve public safety outcomes, strengthen treatment access, and create more sustainable pathways for reintegration following incarceration or probation involvement.

The proposed CRC model brings together partnerships across:

  • behavioral health,

  • substance use treatment,

  • workforce development,

  • housing systems,

  • legal advocacy,

  • public health,

  • civic engagement,

  • arts programming,

  • and intensive case management services.

The presentation emphasizes that successful reintegration requires more than supervision alone, it requires coordinated ecosystems of care capable of addressing the structural barriers that contribute to recidivism, instability, and long-term community disconnection.

Through collaborative county infrastructure and community-rooted engagement strategies, the CRC framework positions reentry not as an isolated correctional issue, but as a broader public health, housing, workforce, and community stabilization challenge requiring integrated systems transformation.
