Thomas “Tommy” Turner is a strategic leader, creative strategist, and retired U.S. Army First Sergeant whose career has been defined by disciplined execution in complex, high-stakes environments.

Over 24 years of Department of Defense service, he led Soldiers, advised senior leaders, and supported sensitive enterprise missions across the United States Special Operations Command ecosystem. His background spans financial management, programming, budgeting, enterprise systems, audit readiness, data migration, and organizational performance.

In his current role with Systems Planning and Analysis, Inc., Thomas supports Army-wide financial transformation by leading large-scale migration efforts tied to the General Fund Enterprise Business System. His work emphasizes data integrity, reconciliation accuracy, compliance, and scalable modernization across complex Army systems.

He has helped synchronize enterprise transformation initiatives across multiple organizations and contributed to measurable outcomes, including the reduction of over $1.4 billion in unliquidated obligations. His leadership is grounded in the ability to bring structure to complexity while aligning people, systems, and decision-makers around mission-critical outcomes.
