Fresh concerns over alleged Department of Public Works and Highways (DPWH) budget insertions surfaced after Batangas 1st District Representative Leandro Leviste publicly named a party-list group in connection with ₱150 million worth of road project insertions in Camarines Sur.

In a public forum, Leviste identified Bicol Saro Party-List Rep. Terry Ridon as allegedly linked to two road projects—each valued at ₱75 million—located in Pamplona and Pasacao, Camarines Sur. According to Leviste, both projects were awarded to the same contractor, Bicol Gold Rock, with bids reportedly just 2% lower than the approved budget, raising questions about competition and procurement integrity.
Leviste further claimed that the contractor allegedly obtained multiple similar infrastructure projects in the same area, a pattern that, if proven, may suggest coordination rather than genuine competitive bidding.
The lawmaker emphasized that his statements were not meant as a personal attack but as part of a broader call for transparency and disclosure, especially amid growing scrutiny over alleged DPWH insertions nationwide. He urged that all relevant information—including project proponents, contractors, and bidding details—be made public to allow independent review.
This development comes as lawmakers and watchdog groups continue to demand accountability in infrastructure spending, particularly in flood control and road projects, where questions of cost, necessity, and execution remain unresolved.
As investigations widen, the issue underscores a recurring public concern: who benefits from last-minute budget insertions—and who ultimately pays the price when transparency is lacking.
