In Queensland, the legislation governing smoke alarms has undergone progressive changes to enhance fire safety in residential properties. The key legislative framework includes the Fire and Emergency Services (Domestic Smoke Alarms) Amendment Act 2016 and the Building Fire Safety Regulation 2008. These regulations outline the standards and requirements for smoke alarms in both new and existing dwellings.
Requirements for New and Substantially Renovated Dwellings (from 1 January 2017):
Type of Smoke Alarms: Must be photoelectric (AS 3786-2014) and not contain an ionisation sensor.
Power Source: Should be hardwired to the mains electricity supply with a secondary power source (i.e., a battery) or powered by a non-removable 10-year battery.Interconnection
Alarms must be interconnected so that when one sounds, all activate together.
One must be placed in each bedroom. and in the hallways connecting bedrooms to the rest of the dwelling.
If no bedrooms are on a storey, at least one alarm must be installed in the most likely path of travel to exit the dwelling.
Requirements for Existing Dwellings Being Sold, Leased, or with Renewed Leases (from 1 January 2022):
Existing smoke alarms that are more than 10 years old or do not operate when tested must be replaced with compliant photoelectric alarms.
Property managers/owners must ensure rental premises meet health and safety requirements, including the installation and maintenance of compliant smoke alarms.
Tenants are responsible for testing and cleaning alarms at least once every 12 months and notifying property managers of any issues.
Mandatory Compliance for All Dwellings (from 1 January 2027):
All homes, including owner-occupied, rental, and leased properties, must have interconnected photoelectric smoke alarms installed.
Alarms must be less than 10 years old, operate when tested, and be either hardwired or powered by a non-removable 10-year battery.
