The Professional Regulation Commission (PRC) has officially revoked the civil engineering license of former Department of Public Works and Highways (DPWH) Bulacan District Engineer Henry Alcantara, citing gross unprofessional and unethical conduct connected to alleged “ghost” flood control projects.

The decision was issued through the Professional Regulatory Board of Civil Engineering (PRB-CE) following a review that relied heavily on the DPWH’s Special Audit Report and administrative findings. According to the board, Alcantara—who previously served as district engineer, officer-in-charge, and assistant regional director—was found administratively liable for grave offenses involving the disbursement of public funds.

Regulators stated that Alcantara willfully approved payments for infrastructure projects that were later determined to be non-existent. The board characterized the actions as a serious breach of the Code of Ethics for Civil Engineers and a betrayal of public trust.

The ruling forms part of a broader scrutiny of alleged kickback schemes and irregular flood control projects in Bulacan. While the revocation is an administrative sanction—not a criminal conviction—it represents one of the most severe professional penalties available under regulatory rules.

Under PRC procedures, Alcantara may file a motion for reconsideration within 15 days from receipt of the resolution. If denied, he may elevate the matter by filing an appeal before the Commission Proper within the prescribed period.

For governance observers, the move signals a clear line being drawn between technical accountability and political noise. Professional licenses, regulators stressed, exist to protect public safety—and once ethical standards are crossed, consequences follow.
