Another day, another scandal — and this time, it hits Bulacan again.
The Commission on Audit (COA) has uncovered widespread irregularities in multiple flood-control projects worth ₱279 million, calling out “ghost structures,” “relocated” projects, questionable contractors, and repeated violations by the same groups that have been flagged for years.

According to the Fraud Audit Reports filed with the Independent Commission for Infrastructure (ICI), and cross-validated by the Department of Public Works and Highways (DPWH), the findings reveal:
Ghost projects – Flood-mitigation structures allegedly completed “on paper” but never existed in real life.
Uncoordinated relocation – Projects moved to other sites without approval or due process.
Payment irregularities – Government paid full amounts for unfinished or nonexistent work.
Repeat offenders – The same contractors flagged in the flood-control mess, including Wanaue Builders, SNS Construction, and groups linked to known political families.
Among the individuals tagged in the fraudulent projects were engineers, project managers, and several personalities linked to construction firms under scrutiny.
These revelations come while the nation is still dealing with the massive ₱52-billion kickback allegations, the Zaldy Co plunder probe, and growing calls for accountability.
Yet even with all these findings, the President repeatedly assures the public:
“We will catch the big fish.”

Sa turnover ceremony ng San Lazaro Residences sa Manila, tila light banter lang daw ang exchange:
PBBM playfully “teasing” Isko Moreno na baka siya na raw ang dapat ilagay bilang head ng NHA o DHSUD dahil sa bilis ng Manila housing projects.

Pero kung babasahin nang mas malalim?
