You need a suitable floor construction and good insulation to prevent heat loss, plus either electric heating mats/cables or water pipes laid in screed or boards. For wet systems you’ll need a manifold, pump and mixing valve and connection to the boiler/heat pump; for electric systems you’ll need a dedicated electrical supply and thermostat. Also required are compatible floor coverings, controls/thermostats, careful commissioning (flow/temperature checks) and installation by a qualified installer.
