A Career Built Inside Complex Healthcare Systems

I have spent more than two decades leading inside some of the most complex healthcare systems in the country.

My career has spanned Medicaid and Medicare programs, public sector healthcare systems, and large enterprise organizations operating under constant regulatory scrutiny. I have held senior executive roles with responsibility for multi state clinical and operational portfolios supporting millions of members and billions of dollars in program value.

In these environments, execution is not theoretical. Systems either work or they fail, and the impact is felt by patients, providers, communities, and leadership teams.

That reality shaped how I approach healthcare consulting today.

Why I Founded Carroll Management Consulting

Over time, I saw the same pattern repeat across organizations.

Strategies were thoughtful and well intentioned. Leadership teams were capable and committed. But complexity kept increasing while operating structures, decision rights, and execution systems lagged behind.

Healthcare strategy broke down not because leaders lacked vision, but because the systems designed to carry that vision could not keep up.

I founded Carroll Management Consulting to step into those moments and help organizations design and execute healthcare strategy in a way that holds up under real world pressure.

This work is not about adding more process. It is about creating clarity, accountability, and structure that leaders can actually run.

My background includes:

Over 20 years of executive leadership across healthcare systems and government regulated programs

Senior leadership responsibility for Medicaid and Medicare operations across multi state markets

Oversight of multi billion dollar clinical and operational portfolios

Fractional executive leadership roles including COO, Chief Transformation, and Strategy leadership

Public sector healthcare leadership and statewide system transformation

Board experience with fiduciary oversight and financial governance

I am also a selected speaker at Harvard Business School and an active participant in national leadership and healthcare networks.
